0.1 STATUTE OF THE EUROPEAN MUSLIMS LEAGUE (EML)
0.2 Introduction
The European Muslims League (EML) was founded on May 10, 2010, and is registered with the Revenue Agency, an entity of the Ministry of Economy and Finance of the Italian Republic
0.3The organization aims to promote the understanding of the universal principles of Islam as values of peace and respect for humanity, fostering intercultural and interreligious dialogue and contributing to the prevention of conflicts among peoples.
0.4 Since January 4, 2012, the EML has been registered in the Transparency Register of the European Union, gaining access to the European Parliament, and since December 6, 2012, it has been registered with the United Nations Economic and Social Council (ECOSOC).
0.5 Since 2016, the Council of Europe has recognized the EML as an expert organization in the prevention of radicalization and extremism, capable of building bridges between religions and promoting stability.
0.6 This structural evolution demonstrates the growing role of the EML as an international actor committed to promoting dialogue and global cooperation.
Article 1: Name and Nature
The European Muslims League (EML) is a non-profit association with civic, solidarity, and social utility purposes. It operates as a Non-Governmental Organization (NGO) officially recognized within the framework of the International Parliament for Safety and Peace – World Organization of States (IPSP-WOS), an intergovernmental organization recognized under international law. The Assembly has resolved to potentially initiate the procedures for recognition as a Third Sector Entity (ETS) pursuant to Legislative Decree 117/2017, the national law of the Italian Republic governing Third Sector Entities (RUNTS – National Single Register of the Third Sector), without prejudice to its international NGO status under IPSP-WOS.
1.2 The EML operates in accordance with the principles of the United Nations and is inspired by the Charter of Universal Values, the main Human Rights Charters, and the Universal Declarations promoted by international organizations.
1.3 The EML is committed to promoting interreligious dialogue, cooperation among peoples, and the defense of human rights, positioning itself ideally as a leading international actor.
1.4 The Association assumes the status of APS (Social Promotion Association) pursuant to Articles 35 and following of Legislative Decree 117/2017, the national law of the Italian Republic (Third Sector Code), and may request registration in Section B of the RUNTS, while maintaining its international legal identity as an NGO recognized by IPSP-WOS.
Article 2: Registered Office
2.1 The registered office of the EML is located at Via Trieste 23, 16145 Genoa, Italy.
2.2 The EML may establish secondary offices or representations in other national and international locations to pursue its mission, in compliance with applicable regulations.
2.3 Any change of the registered office must be communicated to the competent authorities and does not require a statutory amendment.
2.4 Description of the Logo of the European Muslims League (EML):
2.5 The official logo of the European Muslims League (EML) consists of a dark blue crescent enclosing the letters “EML” and the word “ONG”, also in blue, representing the organization’s identity and its commitment to international cooperation.
2.6 Next to the crescent, a blue star and a circle of eight golden stars symbolize guidance, hope, and unity among European peoples, inspired by the universal values of cohesion, collaboration, and harmony.
2.7 Below the symbol, there are two olive branches, one golden and one dark blue, intertwined to represent peace, brotherhood, and the balance between spiritual and civil values.
2.8 The name “European Muslims League” is displayed in dark blue capital letters, followed by the tagline “DIALOGUE AND COOPERATION”, clearly expressing the organization’s core mission of promoting interreligious dialogue and international cooperation.
2.9 This emblem reflects the values of peace, respect, brotherhood, solidarity, and dialogue, which are the foundations of the EML’s mission.

Article 3: Principles and Values

Article 4: Purposes
4.1 The EML pursues the following civic, solidarity, and social utility purposes:

4.3 Collaborate with governments, international institutions, and NGOs to develop humanitarian, educational, social, and environmental projects aimed at promoting collective well-being.
4.4 Raise awareness and engage young people and communities on issues related to environmental protection, sustainability, and ecological responsibility to increase awareness of

4.6 Collaborate with States and institutions to promote sustainable development programs.
4.7 Organize events, seminars, conferences, and publications for the promotion of human rights and social inclusion.
4.8 Protect the rights of Muslim communities in Europe and other continents, in compliance with local and international laws.
4.9 Promote educational, cultural, and humanitarian initiatives inspired by the principles of equality and social justice.
4.10 Combat all forms of religious, ethnic, and cultural discrimination.
Article 4: Purposes
The activities are carried out in accordance with Article 5 of the Third Sector Code (Legislative Decree 117/2017, national law of the Italian Republic), and under the framework of its recognition as an NGO by IPSP-WOS. These activities include, for example, social solidarity initiatives, education, promotion of human rights, and actions for peace and international cooperation.
The Association undertakes to ensure that the exercise of activities of general interest prevails over any other activities. Any other activities, including international ones, will be carried out exclusively on a secondary and instrumental basis to the civic, solidarity, and social utility purposes, in full compliance with the limits established by Article 6 of Legislative Decree 117/2017, the national law of the Italian Republic (Third Sector Code), and under the umbrella of IPSP-WOS.
Article 5: International Relations
5.1 The EML is committed to actively collaborating with a network of international organizations and institutions to promote its statutory objectives. In particular, it establishes partnerships and relationships with:
5.2 United Nations (UN): To promote projects related to human rights, sustainable development, and global peace through its specialized agencies such as UNESCO, UNHCR, and FAO.
5.3 European Union (EU): To encourage the adoption of policies and programs aimed at promoting human rights, social inclusion, and intercultural dialogue in Europe.
5.4 OSCE (Organization for Security and Co-operation in Europe): To develop initiatives related to security, human rights, and stability in the European region.
5.5 Council of Europe: To support the implementation of the European Convention on Human Rights and strengthen initiatives against discrimination and Islamophobia.
5.6 IPSP-WOS (International Parliament for Safety and Peace – World Organization of States): An intergovernmental organization to strengthen the role of diplomacy in building peace and cooperation among peoples.
5.7 Arab League: To foster dialogue between Muslim communities in Europe and Arab countries, supporting joint initiatives in the cultural, social, and diplomatic fields.
5.8 African Union (AU): To develop cooperation programs and provide support to African countries, focusing on education, human rights, and sustainable development.
5.9 Organization of Islamic Cooperation (OIC): To promote universal Islamic values and encourage collaboration between member states and Muslim communities in Europe.
5.10 Muslim World League (MWL): Based in Mecca, to promote interreligious dialogue, global cooperation, and understanding between cultures and religions.
5.11 ISESCO (Islamic Educational, Scientific and Cultural Organization): To promote education, science, and culture in Islamic countries.
5.12 UNESCO (United Nations Educational, Scientific and Cultural Organization): A UN agency dedicated to promoting peace through international cooperation in education, science, and culture.
5.13 Vatican State: To collaborate with the Pontifical Council for Interreligious Dialogue and other Vatican institutions to promote interreligious dialogue, peace, and social cohesion among different religious communities.
5.14 Interreligious Organizations and Networks: Including the World Council of Churches, KAICIID (King Abdullah Bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue), and other organizations that promote understanding and cooperation among different faiths.

5.21 Marrakesh Declaration: Inspired by the “Charter of Al-Madinah” of the Prophet Muhammad (peace be upon him), establishing principles of citizenship, justice, and equality before the law.
5.22 Amman Message: A global appeal for religious tolerance and the rejection of violence, representing the true image of Islam.
5.23 Principles of Human Fraternity: Promoted by Pope Francis, emphasizing the importance of building a world based on justice and equality.
5.24 Collaboration with FRONTEX
5.25 The European Muslims League (EML) may collaborate with FRONTEX, the European Border and Coast Guard Agency, to provide cultural and religious support for the integration of Muslim migrants. This collaboration aims to:
5.26 Promote the integration of Muslim migrants into host communities by offering
5.27 cultural and religious orientation in accordance with the principles of respect for European laws.
5.28 Ensure that the human rights and dignity of migrants are respected during reception and resettlement operations.
5.29 Organize training sessions for FRONTEX personnel to provide an in-depth understanding of Islamic culture and values, improving dialogue and empathy with migrants.
5.30 Collaboration with INTERPOL
5.31 Upon request, the European Muslims League (EML) may collaborate with INTERPOL to develop training courses and educational programs aimed at:
5.32 Raising awareness among security personnel and authorities about Islamic culture and principles,
5.33 promoting better intercultural understanding.
5.34 Preventing the spread of stereotypes and discrimination related to the Muslim religion, fostering social cohesion and collaboration between communities and institutions.
5.35 Providing technical and cultural support for radicalization prevention programs,
5.36 emphasizing the importance of an approach based on dialogue and mutual trust.
5.37 Important Note:
5.38 The EML does not perform investigative or operational functions. Its role is limited to awareness-raising, training, and the promotion of intercultural dialogue, in line with the principles of neutrality and respect for national and international laws.
5.39 The EML may also collaborate with the world’s most important Sunni Islamic universities, including:
- Al-Azhar University in Egypt,
- Islamic University of Madinah in Saudi Arabia,
- International Islamic University Malaysia (IIUM),
- Al-Qarawiyyin University in Morocco,
- Darul Uloom Deoband in India,
- UIN Syarif Hidayatullah in Jakarta, Indonesia,
- Qatar Faculty of Islamic Studies (QFIS),
- Faculty of Sharia and Islamic Studies at Kuwait University,
- Mohammed Bin Zayed University for Humanities in the United Arab Emirates,
- Makassed Islamic University in Lebanon,
- Faculty of Sharia at the University of Damascus in Syria,
- Faculty of Islamic Sciences at the University of Nouakchott Al Aasriya in Mauritania,
- Institut Islamique de Dakar of the Cheikh Anta Diop University in Senegal.
5.40 The EML may also establish collaborations and sign Memoranda of Understanding (MoUs) with all Islamic universities, including online institutions and those not expressly mentioned, to promote academic, cultural, and interreligious dialogue activities at the international level.
Article 6: Establishment of Associated Entities
By resolution dated January 2, 2025, the official bodies of the International Council for Cooperation and Peace (ICCP) were established and reconfirmed. The ICCP, created on January 9, 2022, has been reaffirmed in its role to promote global cooperation and peace, and has established the Private Institute and Academy of Higher Studies of the International Council for Cooperation and Peace (PIAHS-ICCP), a private institution for higher cultural and diplomatic education operating at the international level.
6.2 The Academy is authorized to promote cultural, diplomatic, and educational activities, as well as to grant honorary awards, certificates of merit, and honorary titles, including Honorary Doctorates, in compliance with international regulations and its internal regulations.
6.3 These recognitions are exclusively honorary and cultural in nature; they are not equivalent to academic degrees recognized by the Italian or foreign state university systems and do not confer legal validity under current higher education regulations.
6.4 The Academy is committed to awarding such titles only to individuals who have demonstrated, through a high-profile curriculum vitae, significant commitment in the cultural, social, scientific, humanitarian, and diplomatic fields, in full respect of the dignity and prestige of the honors conferred.
6.5 The Academy may also enter into cooperation agreements and Memoranda of Understanding (MoUs) with foreign States and international organizations to strengthen its activities in the field of cultural and diplomatic education and to broaden the international recognition of its titles and honors.
6.6 Recognition of the Private Institute and Academy of Higher Studies of the ICCP through an Agreement with an Intergovernmental Organization (IGO):
6.7 The Private Institute and Academy of Higher Studies of the ICCP, established by the European Muslims League (EML), enhances its authority through a Memorandum of Understanding (MoU) signed with the International Parliament for Safety and Peace – World Organization of States (IPSP-WOS), an intergovernmental organization (IGO) registered in Switzerland and recognized under international law as a legal entity. The IPSP-WOS is also legally registered with the Ministry of Finance of the Italian Republic – Revenue Agency, under Tax Code 97083640827, and classified with ATECO Code 990000 – Extraterritorial Organizations and Bodies.
6.8 Value of the Collaboration:
6.9 Thanks to this partnership, the Private Institute and Academy of Higher Studies of the ICCP gains international prestige, ensuring:
6.10 A high standard in its diplomatic and cultural training programs, in line with the principles and global standards promoted by institutions such as the United Nations, the European Union, and other multilateral organizations.
6.11 The ability to issue certificates of merit, including the honorary doctorate title, further enhancing the legitimacy and value of the documents issued.
6.12 The capacity to develop training programs and guidelines that promote diplomacy, interreligious dialogue, and international cooperation, positioning itself as a global reference institution.
6.13 Strategic Synergy:
6.14 This synergy between the EML and the IPSP-WOS strengthens the Academy’s credibility, reinforcing its role as a center of excellence in the field of education and diplomacy.
6.15 International Academy of Islamic Studies (IAIS):
An academy dedicated to the study of Islamic disciplines, interreligious dialogue, and academic research.
6.16 ERHC (European Register of Halal Certification):
6.17 A specialized body for Halal certification, aimed at ensuring high standards of compliance and quality in the food and non-food sectors. The ERHC also serves as a public register for end consumers and businesses, offering a free service that allows the verification of the existence and reliability of registered certifying bodies. Through its official website, certifying bodies can register for free, promoting transparency and trust in the Halal market.
6.18 Furthermore, the ERHC invites all Islamic centres in Europe and around the world to register free of charge, providing useful addresses and contact information for Muslim communities.
6.19 This register facilitates travellers in identifying Islamic centres.
6.20 EML H.R.C. (Humanitarian Rescue Corps)
6.21 The EML establishes a Civil Protection Corps called EML-H.R.C. Humanitarian Rescue Corps, composed of volunteer members, aimed at providing intervention in the event of natural disasters, such as earthquakes and floods, in the areas where the association is present.
6.22 Objectives: To provide humanitarian assistance and logistical support to affected populations, promoting the active participation of Muslim members in relief operations.
6.23 Recruitment: To encourage the participation of Muslims interested in offering their service free of charge, strengthening the positive role of the Muslim community in the eyes of institutions and civil society.
6.24 Registration: The EML undertakes to register the Civil Protection Corps with the Liguria Region, the Italian region where the Presidency is based, in accordance with current regulations.
6.25 The EML establishes the EML-YSC Young Scout Corps (in Italian, Corpo dei Giovani Scout).
6.26 EML-YSC Young Scout Program:
6.27 Establishment: The EML promotes the creation of a program for young scouts, aimed at educating new generations in the values of solidarity, environmental respect, and community service.
6.28 Activities: Organize educational, recreational, and volunteer activities, fostering the personal and social development of young members.
6.29 Inclusivity: The program is open to all young people, promoting inclusion and cultural diversity.
6.30 Ability to Establish New Entities: The EML, through a resolution of the Board of Directors, may establish additional councils, academies, or entities using its VAT number and RUNTS registration, if obtained, without the need for further legal registrations, and always within the framework of its recognition by IPSP-WOS.
6.31 Consistency with EML Principles: The affiliated entities operate under the umbrella of the EML, maintaining consistency with the principles and objectives of the parent organization.
Article 7: Members
7.1 Membership Criteria:
7.2 Individuals and legal entities who share the principles and objectives of the association may become members of the EML.
7.3 Membership requires approval by the Board of Directors and the submission of one of the following documents:
7.4 A criminal record certificate showing no pending charges.
7.5 A self-declaration, drawn up in accordance with current regulations, stating that the applicant has not committed any crimes.
7.6 Member Rights:
7.7 Participate in general assemblies and vote on all matters within their competence.
7.8 Propose initiatives and collaborations in line with the objectives of the EML.
7.9 Access reports and association documents in compliance with current regulations.
7.10 Member Obligations:
7.11 Comply with the statute and internal regulations.
7.12 Contribute to the association’s activities through the payment of annual fees and active participation.
7.13 Loss of Membership Status:
7.14 Membership status is lost through resignation, expulsion decided by the Board of Directors, failure to comply with statutory obligations, or death.
7.15 Any disputes are reviewed by the Board of Arbitrators, if established.
7.16 Code of Conduct:
7.17 Members are required to maintain conduct in line with the principles of political neutrality, interreligious cooperation, and respect for the fundamental values of the EML.
7.18 Any violation will be examined by the Board of Directors, which may adopt disciplinary measures.
Article 8: Peace Ambassadors
8.1 Appointment and Role
Ordinary members of the European Muslims League (EML) may be appointed as Peace Ambassadors in their countries of residence or in other designated locations.
This appointment recognizes their role as representatives of the EML’s mission, engaged in interreligious dialogue, the promotion of peace, and international cooperation.
8.2 Collaboration with Authorities, Code of Ethics, and Training
Peace Ambassadors collaborate with local authorities, ministries, and law enforcement agencies to promote the objectives of the European Muslims League (EML), ensuring transparency and respect for national and international laws.
Although they do not hold official diplomatic status, Peace Ambassadors may, in cases where specific Headquarters Agreements are signed, benefit from a legal status similar to that of diplomats, with recognition of certain prerogatives and privileges provided by the signed agreements.
Furthermore, each Peace Ambassador of the EML will be offered a basic training program in diplomatic and protocol matters, aimed at providing essential skills to represent the organization with professionalism and authority.
At the end of the course, an official Peace Diplomats’ Manual will be delivered, inspired by international diplomatic career standards and adapted to the cultural and humanitarian role fulfilled by the EML Peace Ambassadors.
8.3 Headquarters Agreements and International Prerogatives
Where specific Headquarters Agreements are signed with foreign States or intergovernmental organizations, the representatives and Peace Ambassadors of the EML, within the limits set by such agreements, may benefit from certain privileges and prerogatives, such as:
8.4 Recognition of the extraterritorial status of the headquarters;
8.5 Use of the official emblems, flags, and symbols of the EML;
8.6 Facilitation in relations with local authorities and international institutions;
8.7 Tax and customs benefits provided by the signed agreements;
8.8 Issuance of official identification documents as cultural representatives and for international cooperation purposes.
8.9 These prerogatives are granted in compliance with the host country’s regulations and, when specific Headquarters Agreements are in place, may include privileges and immunities typical of cultural and international cooperation missions. In such cases, EML representatives enjoy a legal status comparable to that of diplomats, with recognition of certain rights, prerogatives, and benefits established by the agreements, without formally holding the status of State diplomats under international conventions.
8.10 Transparency of Appointments and Code of Ethics
Appointments are communicated, where appropriate, to the Ministries of Foreign Affairs and the Interior through the respective embassies, ensuring transparency and official recognition. Every representative of the EML or its affiliated Academies is required to adhere to a code of conduct that promotes clarity, professionalism, and respect for international principles.
8.11 Exclusion from Political Activities
Peace Ambassadors do not engage in political activities, in line with the principles of the EML. Their role is to act as a bridge between communities and institutions, helping to strengthen social cohesion and international cooperation.
Article 9: Financial Resources
9.1 Sources of Funding:

9.4 Private donations and contributions from large companies.
9.5 Public funding and grants compatible with the association’s purposes.
9.6 Income from secondary and ancillary activities pursuant to Article 6 of Legislative Decree 117/2017, the national law of the Italian Republic, and in compliance with the legal framework of the EML as an NGO registered with IPSP-WOS.
9.7 Financial Transparency:
9.8 All resources must be used exclusively for carrying out institutional activities.
9.9 The EML is committed to complying with Italian and European regulations on anti-money laundering and financial transparency, pursuant to Legislative Decree 231/2007.
9.10 Reception of Foreign Funds:
9.11 The reception of foreign funds is subject to strict controls to ensure the legality and traceability of resources, providing reassurance to donors and authorities regarding compliance with the principles of transparency and integrity.

“Pursuant to Article 6 of Legislative Decree 117/2017, the Association may engage in activities other than those of general interest, provided they are secondary and instrumental to the general interest activities and within the limits defined by current regulations. The actual performance of such activities is decided by the Board of Directors and will be indicated in a specific section of the financial statements. These activities remain consistent with the Association’s recognition under IPSP-WOS.
The Association ensures that activities other than those of general interest do not become prevalent and that any resulting income is used exclusively to pursue institutional purposes, in accordance with Article 6 of Legislative Decree 117/2017.
Article 10: Organizational Structure
10.1 Governing Bodies of the EML:
10.2 The governing bodies of the European Muslims League (EML) are:
10.3 President: Holds the legal representation of the association and has signing authority for all official acts of the EML. The President holds full executive and decision-making powers, with the ability to make urgent decisions, which must be submitted for ratification at the next available meeting of the Board of Directors.
10.5 Vice President: Supports the President and replaces them in case of absence or incapacity.
10.6 Secretary General: Coordinates the operational and management activities of the EML.
10.7 Deputy Secretary General: Assists the Secretary General and assumes their duties in case of absence or incapacity.
10.8 Treasurer: Manages the financial resources of the association.
10.9 Board Members: Members of the Board of Directors who contribute to defining the association’s strategies and policies.
10.10 Board of Directors:
10.11 The Board of Directors is the governing body of the European Muslims League (EML), responsible for strategic direction and oversight.
10.12 The Board of Directors defines the strategic guidelines and main activities of the Association, ensuring compliance with the principles of democracy, transparency, and member participation. All members have the right to participate in the life of the association, with equal opportunities to vote and to hold office.
10.13 The Board of Directors includes:
10.14 The President (who chairs the Board and holds signing authority).
10.15 The Vice President.
10.16 The Secretary General.
10.17 The Treasurer.
10.18 Between 3 and 5 Board Members.
10.19 Powers of the Board of Directors:
10.20 Approve the budget and strategic planning.
10.21 Oversee the operational activities of the Association.
10.22 Support the President without limiting their executive powers, while ensuring that urgent decisions are ratified at the next meeting.
10.23 Appoint or remove members of the Board of Directors, if necessary.
10.24 The Board of Directors serves a term of 5 years and may be renewed by decision of the General Assembly.
10.25 If the Association exceeds the thresholds established by Article 30 of Legislative Decree 117/2017, the national law of the Italian Republic, a Supervisory Body and, if necessary, a Statutory Auditor will be appointed in accordance with current regulations. Until that time, such appointments are optional. This applies alongside the organization’s existing obligations under its international NGO status through IPSP-WOS.
10.26 Gratuity of Association Offices:
10.27 Association offices are held on a voluntary basis, except for the reimbursement of actual and documented expenses incurred in carrying out institutional activities, within the limits set by current regulations.
10.28 General Assembly:
10.29 The General Assembly is the supreme governing body of the association and represents the universality of its members. Each member has the right to vote and participate in deliberations, in compliance with the principles of equality and democratic participation.
10.30 The association adopts a democratic governance structure pursuant to Legislative Decree 117/2017, the national law of the Italian Republic (Third Sector Code), and within the framework of its status as an NGO recognized by IPSP-WOS.
10.31 The Assembly is convened at least once a year to approve the financial statements (final and forecast) and to discuss the association’s activities. It may also be convened on an extraordinary basis at the request of the President, the Board of Directors, or at least one-third of the members.
10.32 The Assembly’s decisions are valid with the presence of at least half plus one of the members at the first call and, at the second call, regardless of the number of members present. Decisions are made by a simple majority, unless otherwise specified in the statute for particular resolutions.
10.33 The Assembly may also be held remotely or in hybrid mode, using videoconferencing and digital systems that ensure participant identification, the ability to speak, vote, and proper recording of resolutions.
10.34 Board of Statutory Auditors:
10.35 Mandatory for Third Sector Entities (ETS) with certain activity thresholds; it oversees the financial and accounting management of the Association.

10.37 Local operational structures that implement the projects and initiatives of the EML in accordance with the directives of the central governing bodies.
Article 11: Transparency and Control
11.1 The European Muslims League (EML) ensures full transparency in the management of financial resources and institutional activities, publishing the annual financial and social report on its official website or through institutional communication channels.
11.2 Every financial contribution is tracked and documented in compliance with current anti-money laundering regulations and proper resource management.
11.3 In the event that the thresholds established by Article 14 of Legislative Decree 117/2017, the national law of the Italian Republic (Third Sector Code), are exceeded, the Association will prepare a Social Report as required, in addition to its obligations as a recognized NGO under IPSP-WOS.
11.4 Where required, the Social Report is approved by the Board of Directors and published on the official website within the time limits set by current regulations.
Article 12: Amendments to the Statute
12.1 Amendments to the statute must be approved by the General Assembly with a qualified majority of 75% of the members present.
All amendments must comply with the objectives and principles of the Third Sector Code under Legislative Decree 117/2017, the national law of the Italian Republic, and remain consistent with the EML’s legal identity as an NGO registered within the framework of IPSP-WOS.
Article 13: Residual Provisions
In the case of international activities or collaborations, the EML will comply with the regulations of the relevant international organizations with which it operates, including, by way of example, the United Nations (UN), the European Union (EU), the Arab League, the Organization of Islamic Cooperation (OIC), the Organization for Security and Co-operation in Europe (OSCE), the African Union (AU), the Council of Europe, and the International Parliament for Safety and Peace – World Organization of States (IPSP-WOS).
Article 14: Dissolution
14.1 In the event of the dissolution of the Association, the remaining assets shall be allocated as decided by the General Assembly, in accordance with the Italian legislation applicable to non-profit associations and with the principles governing the activities of the EML as a Non-Governmental Organization (NGO) recognized within the framework of the IPSP-WOS. Should the Association be registered in the National Single Register of the Third Sector (RUNTS), the allocation shall take place following consultation with the competent RUNTS office, in accordance with Article 9 of Legislative Decree 117/2017, national law of the Italian Republic.
14.2 The allocation of assets will be carried out in compliance with current legislation, ensuring their use for purposes of general interest and without profit.
Article 15: Promotion of Services and Spaces Dedicated to the Muslim Community
15.1 Halal Certification:
15.2 The EML proposes itself as an authoritative body for issuing Halal certificates in Europe.
15.3 It may collaborate with European and international certification bodies such as JAKIM (Malaysia), MUIS (Singapore), ESMA (United Arab Emirates), MUI (Indonesia), SANHA (South Africa), and others.
15.4 The EML also collaborates with embassies, organizations, and ministries of Islamic Affairs to facilitate religious travels such as Hajj and Umrah. Upon request from ministries or organizations Islamic institutions, it may recommend deserving European Muslims, including new Muslims, DA CONTROLLARE
15.5 to receive free invitations for pilgrimage, thus promoting participation opportunities for those in need.
15.7 Cemetery and Prayer Spaces:
15.8 The EML promotes the creation of dedicated burial areas and the establishment of prayer spaces in public places such as schools, hospitals, and airports.
Article 16: Collaboration with Institutions and Protection of Rights
16.1 The EML collaborates with embassies, consulates, ministries, and law enforcement agencies to protect fundamental rights and combat all forms of discrimination.
16.2 It promotes awareness campaigns on human rights and prepares annual reports on Islamophobia.
16.3 It works with local and international organizations to foster social inclusion and intercultural cohesion.
Article 17: Institutional Role and Local Collaboration
17.1 The President of the EML acts as an advisor to local and international bodies, promoting policies of inclusion and dialogue. The EML is currently a member of the Consulta of the Municipality of Genoa, as the presidential headquarters is based in this city, and Dr. Alfredo Maiolese is a member of CISA – International Council for Solidarity and Hospitality, an agency overseen by the local administration.
17.2 The EML collaborates with local institutions to raise public awareness on issues of solidarity, peace, and rights.
